Plan Forward: The objective of this plan is to provide information on how individuals and communities can enhance their safety and comfort in times of emergencies by being self-reliant. The sources of possible emergencies are seen with a study of history which shows the possibilities that one can face including natural disasters, financial calamities and political instability. While seemingly farfetched, horrific acts such as foreign invasion or a coup of ones government that eliminates self-rule are historical realities and are never outside the realm of possibilities. Despite all possible hazards, when a community has solid planning and fortitude it can manage whatever situation it is presented with and soon be on the road to normalcy. This has historically been the American way.
This draft of the plan is intended for individuals who already understand a need to take positive steps to secure America without waiting for anyone’s permission. It is not intended for people who do not understand the issues America faces and see no reason for action. This plan is sized to provide an overview of ideas for a course of action, it is not meant to be comprehensive. Individuals and communities must adapt plans for their situation and seek deeper knowledge in specific areas.
Do not allow the volume of effort to be a deterrent from making progress; set priorities and make a road-map of how to proceed. Some items might not be possible or necessary but all great journeys begin with a single step and with many people contributing a plan can quickly come to fruition.
Personal Action Plan
When you want to secure your family you need to start at home. Some things to consider:
Commit
Deciding that you want to make positives changes is the first step. Confirm you want to make changes and that you will stick with it.
Prepare Self and Family
Working towards being ready for possible failures in the current system is an important step. Areas to consider include:

Develop emergency action plans for your family and those closest to you.

Increase the supplies you maintain for your family, including:

Food and water.
-
Means to provide heat as needed and to cook food without utilities.
-
Means to provide light, including flash lights, batteries, hurricane lamps and lamp oil.

First aid, medicine stock and fire extinguishers.
-
Extra footwear and clothing.
-
Toiletries and cleaning supplies, including hand washing equipment.
-
Water purification and filtering.
-
Gasoline for vehicle.
-
Provide for home defense with weapons, necessary supplies, tools and training.
-
Diversify from the US dollars backed assets as possible. Maintain dollar availability for the payment of debts.

Develop personal skills with using your supplies, defense and first aid with books and by consulting experts.
Recruit
Once you have a foundation of having your family ready, reaching out to others is the next step. One can start this while still preparing their family. Things to do:

Make your commitment public.

Educate others, both inside and outside of your community, on why action is needed and inspire them to make a similar commitment.

Find and work with those in your community who are interested.
-
Get those interested to start their own Personal Action Plan and discuss with them a Community Action Plan.
Become an Expert
Not everyone within a community needs to be skilled in all areas. Cultivate an area of expertise that matches your aptitude and interest that has a need within your community. These areas are addressed in the Community Action Plan and include items such as defense, healthcare and more.
Be Vigilant for Rights
As issues such as the co-opting of ones government can occur without an immediate outwardly change in appearance or structure it is important that individuals understand their rights and make sure that they are upheld. Fighting against encroachments to ones rights is a good way to find like-minded people, recruit others to the cause of planning as well as preserving the integrity of ones governing bodies.
Areas to fight that should be considered are areas that directly secure rights in critical ways. Fighting fraud, waste and abuse has little to no value to maintain rights. Some areas to consider:

Preventing the confiscation of personal property, most importantly in areas of defense and food production.

Maintaining control over issues that directly effect ones health, such as being required to take vaccines or other medications.

Issues that involve one being secure within their home, such as required evacuations.

Direct attacks against the rights of an individual within your community.
Educating others on the issues and on the importance of rights will strengthen your coalitions and is of value.
Community Action Plan
No man is an island, and many people are needed to secure America with communities coming together to solve community issues. Communities are ideally geographically close but need not be. The goal of implementing a Community Action Plan is to have a way for a community to manage local emergencies and to insulate itself from the effects of negative external influences until a sense of normalcy returns. Community Action Plans are not intended to create compounds that are cut off from the rest of the world but to have a way for the community to self-provide for critical needs at any time.
Community plans are best fulfilled when relying on existing infrastructure as much as possible and then supplementing it and provide sustainable alternatives when necessary. Each community must determine the best course of action for themselves as they will be different from others, no one plan will be best for all.
Some areas that need to be considered are:
Community Building
The first step to having a community is to build one. Learn who your neighbors are, meet them, share your concerns, address what matters to them, share your commitment with them, hold a community event, socialize and discuss issues. Repeat as beneficial. Communities should be open and friendly groups and not be cliques. Find ways to have fun and make community progress.
Community Service
Create teams to help those within your community who are in need so they can reach their full potential. Many communities already have outreach groups, some can be found here: http://community-outreach.meetup.com.
Response To Local Emergencies
A community must learn to deal with local emergencies which will vary based on geographical region. Communities should form teams to deal with emergencies, this may best be organized by volunteering to be in a “Community Emergency Response Team” (CERT) as part of the “Citizen Corps” which is “FEMA’s grassroots strategy to bring together government and community leaders to involve citizens in all-hazards emergency preparedness and resilience.” See: http://www.citizencorps.gov/cert/
Using the CERT system will help provide legitimacy to your organizational efforts, will help put you in a better position during emergency situations and will allow you to find like-minded people. If authorities provide resistance to planning find alternate ways to make progress without CERTs.
Emergency plans should include means of local fire protection and assure roads can be cleared of obstructions for emergency vehicles.
Volunteer Defense
Organized protection is critical for survival but limited resources and the possibility of subversive leadership makes is necessary for communities to develop their own plans that can supplement existing defensive measures. Care must be exercised however since un-necessary militant plans can be targets for media criticism and/or legal action.
Any form of defense group, regardless of the degree they are armed, must be decentralized with limited leadership visibility to prevent creating targets from co-opted authorities that have non-community serving agendas. Volunteers should organize and train in small groups where each person knows and trusts the others. For personal safety reasons, no one should identify themselves as being a part of a local armed defense but they should have communications lines with other like-minded people. The goal is to create a hidden but strong network that has no centralized points to attack. Groups should not have names. Volunteers could consider switching groups from time-to-time to share ideas. Individuals will always have a free-will to act on any potential threat or not.

Community Communications
It is important that your community develop ways to keep in contact within the community and with surrounding communities. Developing systems that rely on existing infrastructure is OK but having methods that are totally self-reliant is a must. These communication systems can be used immediately for any purpose desired.
Methods that rely on existing infrastructure:

Phone trees.

Cell text message blasts.
-
E-mail / web based communication systems.
Methods that are totally self-reliant:
-
FRS, GMRS, CB and ham radios – useful for mobile point-to-point communications within the community and with neighboring communities.

Sirens / bells- useful to alert a community of an emergency.

Community print media such as printing presses – useful for spreading news.
-
Community meetings – needed to maintain direction.
Community Decision Making
Sometimes communities need to come together and make decisions. To do this, communities need a place to meet and a method to conduct dialog to reach decisions. Consider the use of Roberts Rules of Order for such dialog for large community meetings. Decisions are not a means to justify taking from others or using force against people who disagree but to build coalitions to new ideas.
Healthcare / Medical Emergency Management
Efforts must be made to manage healthcare and medical issues, some items to consider are:

Find current experts and facilities in your community.

Train new people in areas of need as possible.

Identify new potential care facilities, should they be needed.
-
Stock facilities as possible.
Conflict Arbitration
Communities need a way to resolve disputes so some system must be devised. Arbitration systems rely upon the consent of all parties involved and typically, if an individual within the community does not wish to honor the arbitration system, they will forfeit the support they receive as being a part of the community. A properly developed community dispute resolution system can provide value once a sense of community has developed. Caution must be used with arbitration systems to not engage in the use of force to resolve conflict as such systems are often the targets of legal action themselves.
Supply Chains
It is very impractical for a family to be totally self-stocked with supplies, thus having the community find ways to help provide for or supplement essentials supplies is important. Some areas to consider are:

Food supply – find area farmers and work out plans to help them in exchange for food. Develop plans to safely get food from a farm to the market. Support the development of new local farms. Consider native edible plants, with proper instruction.

Water supply – identify best sources of water such as rivers, creeks and wells, also consider the best areas for rain water collection. Stock water storage containers. Assure supplies can be secured as best possible.

Energy supply – consider the use of bicycles and other means for local transportation. Investigate solar and other options when there is a critical need for power.

Waste management – find ways to deal with local waste. Investigate composting and reuse centers.
Construction / Structure Repairs
A community can face issues that call for building construction and repairs, so finding ways to deal with construction projects is important. Some things to consider:

Stock hand and other tools.

Stock building supplies as possible, particularly items needed for roof repairs.
-
Identify areas to acquire natural goods that can be used for building materials.
-
Acquire construction how-to books based on tools and supplies that will be available.
Commerce
If a crisis has some longevity, a community can consider developing standards for a new means of trade. Possible actions include:

Identify items that could serve as an anchor for commerce such as: precious metals, grains, rice, beans, sugar, salt and more.

Develop ways to add integrity into the system by assuring the value / authenticity of commerce items.
Education
Continuing education systems helps to develop the community and maintains a sense of stability. Some things to consider:

Collect and save text books, teaching materials and other supplies.
-
Find home school families, teachers and private schools in the community to learn from and build around.
-
Cultivate new teaching talent.
-
Encourage and support schooling that can be maintained by the community without assistance.
-
Identity potential small / private school facilities within your community and see that they get supplied should they be needed.
Spiritual / Worship
Work to assure there can be a continuity of spiritual worship within your community.
Wise Council
Most communities have individuals that have a wealth of life experiences and studies that allow them to provide insight to solutions of issues. Identity these individuals and listen to what they have to say.
